Project summary

Engage in thinking technically and creatively in how PHMSA quantifies reasonably foreseeable greenhouse gas emissions, so that the agency can appropriately assess "significance" determinations within NEPA and consider the duration of effects. There will be a specific focus on implementing the Council of Environmental Quality's Bipartisan Permitting Reform Implementation Rule.

Opportunity description

This position will conduct research and coordinate advice from various program offices. Research involves when and how to quantify emissions stemming from newly constructed or existing pipelines, calculation and use of the social cost of greenhouse gas emissions, whether to include specific analysis or general analysis of impacts to the environment from pipeline construction, replacement, and no action. Requirements and qualifications

Requirements

Working in-person 2-3 days a week; the ability to travel to PHMSA's HQ in Navy Yard, Washington, DC; high school diploma or GED equivalent required.

Preferred qualifications

Minimal technical training and understanding of the science underlying greenhouse gas emissions and a strong interest in pipeline safety.
